A development partnership between Dallas-based Trammell Crow Co. and ElmTree Funds has completed the U.S. Citizenship and Immigration Services' Texas Service Center, a built-to-suit project to help the government entity consolidate its area offices into one property at Dallas-Fort Worth International Airport.
