Quebec’s immigration numbers at risk of declining further than forecast

Government’s decision to review future immigration targets could lead to lower population growth

Based on recent estimates, the government looks set to welcome around 59,000 permanent residents this year and up to 67,000 next year. While these levels are in line with Statistics Canada’s midpoint 1 (M1) population estimates, the government’s decision to freeze two programs that lead to permanent residency through June 30, 2025, suggests that immigration levels in 2026 and later are likely to be lower than originally forecast. Statistics Canada's M1 scenario estimated roughly 64,000-65,000 people per year.
