The University of Virginia is responding to the rising cost of living in Charlottesville, now the most expensive place in the Commonwealth to rent an apartment outside of the D.C. area. But the university's planned minimum wage hike may only incentive landlords to raise rents even higher with vacancies as tight as they are.
