Last week, Pittsburgh's Urban Redevelopment Authority voted to approve the construction of a parking garage and amphitheater on the grounds surrounding the Pittsburgh Penguins old arena in the city's Hill District, the first step in a planned $1.5 billion redevelopment plan for the site.
