Gov. Larry Hogan is issuing the first request for proposals to relocate 3,300 state employees from 12 agencies to Baltimore's Central Business District in a move designed to help galvanize a downtown that has seen vacancies skyrocket as the city's business core shifts to the Harbor East and Harbor Point neighborhoods.
