Calling the pandemic and civil unrest a “catastrophic collapse” to the nation’s economy and Chicago’s finances, Mayor Lori Lightfoot said she’s looking at a $2 billion budget deficit for 2020 and 2021 combined, noting that a property tax increase may be considered.
