In what marks its third apartment development in the Boston area since August, Trammell Crow Residential, the multifamily development platform of Crow Holdings, has begun work on a project in Chelmsford, Massachusetts, at a time when construction has slowed. That's led CoStar analysts to expect the fewest new unit openings in a decade along with rising rent growth above national averages.
