Chinese developer ABP opened the first phase of its Royal Albert Dock megadevelopment to great fanfare last summer, envisioning the start of a sprawling business, retail and residential center near the London City Airport and Excel London convention center that would serve as a gateway for new Chinese and Asian interests in the U.K.'s capital city.
