Eighteen members of 2019's Royal Institution of Chartered Surveyors governing council have signed a written letter to the institution's president and the chairman of its governing council complaining that recent public statements that an independent review of the 152-year-old body is not required directly misrepresent an agreement in December of that year that one would be carried out.
