Robert Tchenguiz has gained consent for his plans to turn a 69,000-sq-ft office building once used by MI5 on Curzon Street in London's exclusive Mayfair into a "very specialist" private members hotel expected to be operated by Starwood Capital's SH Hotels and Resorts Group.
