Plans to build a homeless shelter in Venice Beach, one of Los Angeles' most expensive beachside neighborhoods, can proceed now that an L.A. Superior Court judge has denied an injunction to block the project, part of a citywide effort to grapple with one of the largest homeless problems in the nation.
