The city of Rock Hill, South Carolina, has objected to parts of the Chapter 11 bankruptcy proceedings tied to the construction of a practice facility for the Carolina Panthers, saying the case is a ruse intended only to protect the team's owner, David Tepper, who is the wealthiest owner in the NFL, and his businesses.
