West Hollywood, an oasis of world-famous nightlife, luxury hotels, upscale restaurants and gay-friendly enclaves surrounded by the city of Los Angeles, has long been a desirable place to live. And yet the city's population has remained stagnant at around 35,000 since its incorporation in 1984, owing largely to a lack of new housing construction.
