Property tycoon Robert Tchenguiz is set for a bruising encounter with Westminster council over his plans to turn an office building once occupied by MI5 in London's exclusive Mayfair into a "very specialist" private members hotel, after planning officers lodged a motion to block the consented scheme because it now falls foul of the amended City Plan.
