The embattled town of Clay in upstate New York, about one hour south of the Canadian border, is poised for a dramatic reversal of fortunes. The suburban municipality of 60,000 on the northern edge of Syracuse, New York, has been steadily losing residents in recent times. The area was described in a 2015 feature in The Atlantic as home to the “most concentrated poverty in America.”
