Property tycoon Robert Tchenguiz has lodged a statutory appeal with the UK's Administrative Court over the Planning Inspectorate's decision not to overturn Westminster council's refusal of his consented plans to turn an office building once occupied by MI5 into a "very specialist" private members hotel.
