Pennrose, Community Housing Partners and the Fairfax County Redevelopment and Housing Authority have secured financing for a 33-acre site along Richmond Highway in Alexandria, Virginia, where the venture plans to break ground this month on a community a local official is calling a "game-changer" for the area.
