The conversion of Richmond’s Manchester district from predominantly an aging industrial landscape into a live/work/play environment took another step forward when Fountainhead Properties, headed by Tom Papa, announced plans to build 135,000 square feet of office space in addition to its proposed 255-unit multifamily building planned in South Falls, a new project located just across the James River from downtown Richmond at the site of an old paper mill.
