The City of Paris accelerates pre-emptions

The City of Paris is unstoppable in its drive to develop social and affordable housing in the capital. Paris City Hall is happy to use the weapon of pre-emption, having signed just over ten transactions in two months for a cumulative amount of €67 million.

A comprehensive study by real estate consultancy Newmark published in mid-November 2024 counted 84 transactions in almost two years, for a total of €1.1 billion, resulting in the creation of just over 2,000 housing units.

Paris mayor Anne Hidalgo has announced a target of 40% "public" housing by 2035, including 30% social rental and 10% affordable housing. To reach the HLM quota within ten years, 4,200 new housing units per year would have to be produced. To which must be added over 100,000 "affordable" housing units to be created by 2035.

Pre-emptions since the beginning of the year have enabled the production of just over... 200 housing units. There's still a long way to go.
