The National Association of Home Builders, one of the largest trade associations in the United States, has named a new chair for its multifamily council as apartment developers face a challenging market.
The association selected Debra Guerrero, senior vice president of strategic partnerships and government affairs at NRP Group, to fill the role, the Cleveland-based multifamily developer announced last week.
NAHB said confidence in the market for new multifamily housing declined on a year-over-year basis in the first quarter. While occupancy in existing buildings remains strong, multifamily developers have been cautious about starting new projects, especially mid-rise and high-rise condominium projects, because of construction costs, regulatory barriers and financing.
“Multifamily professionals are navigating unprecedented times in the U.S., driven by shifting economic headwinds, evolving policy landscapes and growing renter demand,” Guerrero said in a statement.
Guerrero's responsibilities will include membership growth and shaping the strategic direction of the council, a coalition that engages in networking, education and conversations with policymakers.
Guerrero has worked for NRP for 20 years and is based in its San Antonio office, the company's second-largest office with more than 200 employees, according to the statement. Guerrero also holds positions with the trade organization Affordable Housing Tax Credit Coalition and NAHB’s bipartisan political arm, Build-PAC.
"Throughout my career, I have seen how thoughtful housing policy and inclusive development can transform lives and communities," she said. "This new role is an opportunity to continue that mission on a broader scale.”
