Predictions for big-time growth in Cornwall, Ontario, trace back to the mid-1950s when the St. Lawrence Seaway Canal mega project prompted its mayor to predict the town’s population would double to 75,000 residents within a decade. Seventy years later, Cornwall’s population has grown only marginally and now stands at about 48,000.
