American Dream, the mega mall and entertainment complex in New Jersey, on Friday is slated to debut its long-awaited luxury retail wing. But earlier this week, local officials weren't buzzing about the new Saks Fifth Avenue that's arriving: They were strategizing about how to collect the millions of dollars they claim the project's developer, Triple Five, owes them.
