Unibail-Rodamco-Westfield is moving forward with plans to redevelop one of the largest shopping centers in the Washington, D.C., area into a mix of multi-story residences, retail and a hotel surrounding a pedestrian-friendly thoroughfare known as a woonerf, part of a growing trend to remake malls hard hit by shifting consumer habits and a slew of store closures.
