The Government’s rental reforms are “a once-in-a-generation overhaul of housing laws”; so said the Department of Levelling-Up, Housing and Communities’ press release. Possibly an understatement. They represent the most fundamental reforms to the rental sector since the 1988 Housing Act. Since then, several generations have been housed in a sector that has more than doubled in size – only made possible by buy-to-let investment in the sector.
