Global developer Hines and investment partner USAA Real Estate broke ground this week on a long-planned, $4 billion mixed-use redevelopment of the 200-acre Riverwalk golf course in San Diego that is set to include up to 4,300 homes in multiple phases as the city looks to boost its affordable housing supply.
