Menkes Development, which developed and owns the 2 million-square-foot complex at 1 York St. in downtown Toronto’s burgeoning South Core neighborhood in tandem with the Health Care of Ontario Pension Plan and Sun Life, has re-hauled the tenant roster in a bid to establish the four-level retail base as a genuine live, work and play environment.
